What comes attached to the domain: a price, a term, and a closed cashier
The grant runs to R$30 million, lasts five years and covers up to three commercial trademarks of a company with its seat and management in Brazil. That is the package an authorised shopfront takes on, and it does not exist on the outside.
An authorisation with a price on it
Inside the line, the right to operate is bought. The grant runs to R$30 million, the authorisation lasts five years and covers up to three commercial trademarks of the same company.
There is also a territorial requirement: seat and management in Brazil. That is not a bureaucratic detail. It is what makes there be a legal entity reachable by Brazilian law when something goes wrong.
The review procedure runs under Ordinance SPA/MF no. 827 of 21 May 2024, which gives the Secretariat up to 150 days to rule on a filed application.
The domain is the last step, not the first
Only after the notification may the company apply for the address at registro.br, and the approved domain must be entered in SIGAP within five days, under Normative Instruction SPA/MF no. 11 of 4 November 2024.
The order matters more than it looks: the address is the visible consequence of a process that already happened. The whole procedure sets out each stage.
A shopfront that has not travelled that road cannot display the suffix, however good the site is.
The cashier is closed by ordinance
Normative Ordinance SPA/MF no. 615 of 16 April 2024 deals with payment transactions in fixed-odds betting. It lists what may be used: Pix, TED, debit or prepaid card, and transfers between accounts held at the same institution.
And it lists what may not: cash, boleto, cheque, virtual assets or cryptocurrencies, payments originating from accounts not registered by the bettor, third-party payments, and credit cards or any post-paid instrument.
The transactional account is defined as a deposit or prepaid payment account held by the bettor themselves, registered before any movement. Money goes in through it and comes out through it.
Why cryptocurrency stays on the outside
The prohibition explains something usually read as a technology preference. On the authorised side, a crypto deposit is not an unpopular option: it is a method forbidden by rule.
Outside, the cashier runs almost entirely on cryptocurrency, and that is a consequence of the rule rather than a virtue of the product. Among the 100 brands in our base, 30 publish the list of coins they accept; for the other 70 that list was not found in the terms, which is not the same as accepting none. The inventory of what the contracts contain and what they omit measures that difference field by field.
What the package does not guarantee
None of it promises that a particular withdrawal will be paid within the time a reader expects. Authorisation is jurisdiction and obligation, not a surety.
What it does guarantee is an address for complaints: there is a Brazilian body with jurisdiction over that company and a filing procedure to invoke. What an entry on the list asserts and what an absence asserts is kept carefully apart, because both assertions are narrow.
What exists in its place, on the outside
There is a contract. It is published by the operator, altered by the operator and interpreted by the operator, and it is the only source of terms, ceilings and conditions.
There is also a licence issued in another jurisdiction, with a number that sometimes appears in a searchable register. What that number confirms is less than the word licence suggests to a Brazilian reader.
And there is a second frontier, written by the operator itself in the clause on countries served. Thirty-eight of those lists were read, and what they say about Brazil is not what most readers assume. The legal frame for the whole set sits on a single page.
