Public rule or private clause

Where the rule that decides the moment of verification is written

On the authorised side, identity verification is a condition of opening the account and is written in a public rule: Ordinance SPA/MF no. 722 of 2 May 2024 requires facial recognition and a valid CPF before activation. Outside, the rule lives in the operator's contract, and across 100 brands read only 5 say at what amount documents start being required.

Two rules, two places

The practical question is always the same: when will documents be asked for. The difference between the two sides of the line is not in the answer but in where the answer is kept.

On the authorised side it sits in a public instrument, signed by an authority. Outside, it sits in a clause written by the company that also applies it and can rewrite it.

Read both documents and you notice they are not even answering the same question.

Ten sites that sit outside bet.br. The fields come from the licence each operator claims and from the terms it publishes, not from opinion. An empty field means “not published” — never “zero” and never “no limit”.

Inside: before the account

Ordinance SPA/MF no. 722 of 2 May 2024 makes activation of a bettor's account conditional on age and identity verification, with facial recognition and a valid CPF. Without that, the account is not activated.

The cashier follows the same logic. Normative Ordinance SPA/MF no. 615 of 16 April 2024 defines the transactional account as one held by the bettor themselves, registered before any movement, and forbids payment from third parties. The set of obligations that comes with the domain has the same shape: identify first, play afterwards.

The rule is public, has a number and a date, and does not change at a company's decision.

Outside: before the withdrawal

In the contracts we read, verification usually appears attached to payment. The typical text reserves to the operator the right to ask for documents at any time and, in particular, before processing a withdrawal.

Among 100 brands, 49 describe that policy in text and 27 give a clause number. The rest treat the subject in a way that did not allow reading, or do not treat it at all.

The displacement has a practical consequence. The demand arrives when a balance already exists, which is different from arriving when there is not yet an account.

Five amounts in a hundred contracts

Publishing an amount: Bitcasino.io, Livecasino.io and Sportsbet.io, at €2,500 in clause 6.6; Rocketpot, at $2,500 in clause 11.4; Empire.io, at 2,000 USDT in clause 5.4.

Three of those five belong to the same group and repeat the same clause, which reduces the real variety further still. Among the ten brands compared on this page, three carry an amount and seven do not.

Rocketpot adds a deadline to its own request: documents asked for must be supplied within thirty calendar days. A written deadline is data too, and it is rare.

What publishing no amount means

It means the decision belongs to the operator, not that verification is unlikely. Vave describes this in clause 8.7, Shuffle in 4.1, Metaspins in 9.7, Rainbet in 5.2 and 8.3, and DuckDice and Wolf.bet in sections of their own on identification.

Wild.io describes the policy without giving a clause number, and that distinction is recorded rather than rounded off.

In the table these cases appear as the site's own decision, not as an empty field. The difference between not published and not read is the backbone of our method.

What the reading does not reach

We do not know which document will be accepted in each case, nor how long the review takes in practice. None of that is in the contracts with enough precision to become a field.

Nor do we describe how to answer a request for documents in a way that avoids it, and that absence is deliberate: the method says what we do not write.

When the request arrives, the address for a complaint depends on which side of the line the account is on, and that is what an entry on the list changes.

What to read before depositing

Two clauses settle most of the surprises: the one on verification and the one on withdrawals. Both sit in the terms, and both usually carry a number.

The third is the list of countries served, which decides whether the account should exist at all. Thirty-eight of those lists were read and reading one changes what you expect from the day of the withdrawal.

Questions

  1. When does verification happen at an authorised house?

Before the account exists. Ordinance SPA/MF no. 722 of 2 May 2024 makes activation of the account conditional on age and identity verification, with facial recognition and a valid CPF. The rule is in a public instrument and is not written by the operator.
  2. And at sites outside bet.br?

The rule sits in the operator's own contract, and verification is generally tied to the withdrawal rather than to sign-up. Across 100 brands read, 49 describe that policy in text and 27 give a clause number. Only 5 state the amount above which documents start being required.
  3. What are the five published amounts?

Bitcasino.io, Livecasino.io and Sportsbet.io give €2,500 in clause 6.6; Rocketpot gives $2,500 in clause 11.4; Empire.io gives 2,000 USDT in clause 5.4. Five contracts in a hundred, and the first three belong to brands in the same group.
  4. Does publishing no amount mean there will be no verification?

It means the opposite. With no amount written, verification can happen at any sum and at any moment, because the decision rests with the operator. Seven of the ten sites in our table describe exactly that, in clauses such as Vave's 8.7, Shuffle's 4.1 and Metaspins' 9.7.
