The law, the authority and the minimum age, gathered on one page

Law 14,790 of 29 December 2023 regulates fixed-odds betting in Brazil and handed both authorisation and supervision to the Prizes and Betting Secretariat of the Ministry of Finance. The regulated market opened on 1 January 2025, and since then the right to operate has had a price, a term, an address of its own and a body to complain to. This is the only page on the site that deals with the subject.

What the law regulates

Law 14,790 of 29 December 2023 deals with fixed-odds betting as a lottery category. It establishes that commercial operation depends on an authorisation and places both the grant and the supervision under the Ministry of Finance.

The responsible body is the Prizes and Betting Secretariat, the SPA/MF. It is the body that authorises companies, publishes the list of authorised ones, and checks domain applications.

What came after the law

The law set the frame and the ordinances filled in the drawing. Three of them appear often on this site, because they are the ones that touch the border:

  • Ordinance SPA/MF no. 827 of 21 May 2024 — the requirements and procedure for authorisation, giving the Secretariat up to 150 days to rule on a filed application.
  • Normative Ordinance SPA/MF no. 615 of 16 April 2024 — payment methods permitted and forbidden in betting transactions.
  • Ordinance SPA/MF no. 722 of 2 May 2024 — verification of the bettor's age and identity before the account is activated, with facial recognition and a valid CPF.

Normative Instruction SPA/MF no. 11 of 4 November 2024 closes the set on the address side: the domain registration procedure.

The price and the term of the right to operate

The grant runs to R$30 million, lasts five years and covers up to three commercial trademarks. The company must have its seat and management in Brazil.

The regulated market opened on 1 January 2025, when only authorised companies could carry on operating. What that authorisation obliges in practice goes beyond the price.

How the border is enforced

Addresses outside the list of authorised operators are identified by the Secretariat and blocked at the telecommunications providers, enforced by Anatel. Figures published in January 2026 speak of more than 25,000 addresses in the first year of the regulated market.

This is an order directed at companies, not a decision about the person who typed the address. What changes for an account with a balance in it is a separate and more concrete subject.

Minimum age, and where to ask for help

Eighteen, without exception, on both sides of the line. On the authorised side the age is checked before the account exists; outside it, the requirement appears in each operator's terms, with verification at a moment the operator chooses.

Betting is not a way to recover a loss and not a source of income, and no page on this site suggests otherwise.

What this site does not do

It does not assert that playing at an unauthorised operator is permitted, and it does not imply the opposite as though that were legal advice. Assessing a bettor's own position is a lawyer's job.

It does not describe ways of getting around a block, a filter or an identity check, on any page and in any form.

And it does not describe any of the operators compared as authorised by the SPA/MF, because none of them is on the list: what the list asserts and what an absence asserts is kept carefully apart, in the same way as what we read and what we leave blank.
