A licence number is not an entry on the Brazilian list
Across the 100 brands read, 68 declare a licence number, but there are only 53 distinct numbers: nine of them cover more than one shopfront at once. Seventy carry a register address, and seven of those addresses lead back to the brand's own site rather than to an independent register. Five licences appear with a revoked status, three of them under a single number.
What a number is, in practical terms
A licence number identifies an act of another country. It records that a given regulator accepted a given company under given conditions, and nothing beyond that.
For a reader in Brazil that changes its meaning. The question that decides where a complaint gets filed is a different one: is the company on the Prizes and Betting Secretariat's list. What an entry on that list asserts is narrow, but it is Brazilian.
The two things coexist without contradicting each other. An operator can hold a valid Anjouan licence and be outside the Brazilian list at the same time, and that is exactly the case with the ten brands compared here.

The difference is not a typing error. Nine numbers cover more than one shopfront, and the widest case is ALSI-202508056-FI2, from Anjouan, issued to Novatrix SRL: five brands run under it. In the table on this page, Bitcasino.io shares OGL/2023/111/0069 with Livecasino.io.
One company, one administrative act, several façades. Separating trademark, domain and holding company stops being fussiness when the numbers look like that.
Where the number can be checked
Seventy brands carry an address alongside the number. Thirty-seven point at the certificate published at cert.cga.cw, which is the Curaçao register, and twenty-five at the Anjouan Gaming Board's public register.
Seven point at the brand's own site. In those cases the number exists, but the party confirming it is the same party that declared it. Rocketpot, in the table on this page, is one of them: number 1668/JAZ sits in the operator's terms, in the name of Danneskjold Ventures B.V.
The difference between a number checked in an independent register and a number declared by the site itself is the difference between a certificate and a claim.
Status is data too, and it changes
Among the 100 brands, 32 carry a licence marked active, 25 valid, 5 revoked, and 38 carry no status at all.
The five revoked are BC.Game, Bets.io, Betriot, Casinoly and Zet Casino. The last three appear under the same number, OGL/2023/103/0067, which shows what happens when an act is withdrawn: the licence falls, and more than one shopfront with it.
None of the five enters this site's table. A revoked licence is a criterion for exclusion, not a field a reader should be left to weigh alone.
What the foreign register does not answer
It does not say when documents will be asked of the bettor, and that answer exists only in the contract: five contracts in a hundred carry an amount.
Nor does it say whether the operator serves Brazil. That sits in another clause, written by the operator itself, and 38 of those clauses were read in full.
And it does not replace reading the rest. What the contracts contain and what they leave blank is counted field by field.
Why the number appears so often in advertising
Because it looks like an answer. A code of letters and digits has the appearance of a certificate, and it occupies the place of the question that went unanswered.
A reader who checks the number learns something true and limited: an act exists, in another country, with a holder. The obligations that apply in Brazil remain on the other side of the line, attached to the authorised domain.

Is a Curaçao licence valid in Brazil?
It does not substitute for the Brazilian authorisation. Fixed-odds betting in the country is authorised by the Prizes and Betting Secretariat of the Ministry of Finance, and it is that authorisation which allows a .bet.br domain to be registered.
