One procedure, two deadlines
Who may register a .bet.br, and in what order it happens
The .bet.br suffix is not sold over the counter: the application enters registro.br after the company has been notified by the SPA/MF, and the Secretariat checks two conditions before releasing it. The whole procedure fits into a short text in Normative Instruction SPA/MF no. 11 of 4 November 2024, with a fifteen-day appeal period and five days to enter an approved domain in SIGAP.
A suffix that is not for sale
Ordinary addresses are registered by whoever arrives first and pays. .bet.br inverts that order: first comes the authorisation from the Prizes and Betting Secretariat of the Ministry of Finance, then the right to ask for the name.
The path is described by Normative Instruction SPA/MF no. 11 of 4 November 2024. It is a short text, and nothing in it speaks of game quality, bonuses or customer service. It speaks of dates, forms and deadlines.
That is why the address works as a signal: it is the visible residue of an administrative process.
The order of the steps
The instruction requires the operator to apply for registration at NIC.br's registro.br after being notified. The notice comes out of the procedure in Ordinance SPA/MF no. 827 of 21 May 2024, which gives the Secretariat up to 150 days to rule on a filed authorisation application.
A hundred and fifty days before any address exists at all. A shopfront that appeared online last week did not travel that road, whatever the site looks like.
The application must also respect NIC.br's own rules for contracting the service, which are the same as for any Brazilian domain.
The Secretariat's two checks
The check is the central piece and fits in one sentence: the Secretariat examines applications filed at NIC.br and verifies that the application date is later than the date of the authorisation notice, and that the domains applied for correspond to the authorised commercial trademarks.
Two checks, neither of them about the content of the site.
That explains a limit that is often misread. The suffix proves that name was checked against an authorisation live at that moment; it does not prove the withdrawal will be fast or that support answers. What the authorisation actually obliges sits in other documents, and it is worth knowing which.
DNSSEC in the middle of a betting rule
The same instruction makes DNSSEC mandatory. The extension cryptographically signs the answers given by the domain name system, so that an address is harder to divert to another server on the way between the browser and the site.
Requiring it in the rule has a practical consequence for anyone reading an address: the regulator's care is directed at the name, not at the brand. Trademark, domain and holding company remain three different layers and can still come apart.
Five days, fifteen days, a hundred and fifty days
After a favourable decision, the instruction requires the registration to be completed under NIC.br's requirements and gives five days to enter the approved domain in SIGAP, the Secretariat's betting management system.
An unfavourable decision has a path of its own. The instruction provides for notice through NIC.br and an appeal within fifteen days, to [email protected]. Where the fight is over the name itself, the instruction refers to SACI-Adm, NIC.br's domain dispute resolution system, and the Secretariat has fifteen days to rule once notified.
Later changes of domain follow NIC.br's procedure, observing the same instruction.
What the address does not say
A .bet.br domain answers one question and answers it well. The rest stay open, and none of them is answered by a suffix.
Outside that line, the equivalent question is a different one: which jurisdiction issued the licence claimed, and what that number confirms. The answer is usually shorter than the number suggests, and the foreign licence registers explain why.
Nor is it the address that says when documents will be asked for. That is written in each site's contract, when it is written at all: five of the hundred operators read publish an amount.
What changes when the domain disappears
The suffix is also the first thing lost in a dispute. A blocked address, a changed address and an address under dispute are different situations, with different effects on an account holding a balance. What happens when the address stops opening is the natural continuation of this page.
